In the summer of 2015, a wave of violence was sweeping through Baltimore, and it was in this climate of heightened tension that the life of Ronald Davon Penn, a 30-year-old Black male, was tragically cut short. On the afternoon of July 13th, on a street in the 3400 block of Cardenas Avenue, the sound of gunfire shattered the day.
