On a tragic day in September of 2015, a young woman's life was cut short in Hull, Georgia. Twenty-two-year-old Candace Michelle Welch was fatally shot on September 11th outside a home in Madison County. The incident, which stemmed from an argument, was captured in its entirety by a surveillance camera, leaving little doubt as to the events that transpired.
The video footage showed Welch leaving the residence with a backpack, a purse, and another bag, seemingly in the process of departing.
