In the early morning hours, the quiet of a Baton Rouge neighborhood was shattered by the discovery of a young life cut short. Raymond Louis Sowell, a 24-year-old male, was found shot to death on Brice Street. The call came in to the Baton Rouge Police Department shortly before 3 a.m., sending officers to the scene where they would find Sowell's body lying in the street, a victim of gun violence.
