On October 20, 1978, Thomas Glen Tompkins, a 31-year-old male police officer with the Shreveport Police Department, was shot and killed while transporting a prisoner to jail. The suspect, Wayne Robert Felde, had been arrested for creating a disturbance at a local bar and was placed in the patrol car without being searched or handcuffed.
