Frank Powell, a 57-year-old male plumber from Darby, PA, was tragically shot and killed on December 16, 2018, in Colwyn, Delaware County. Powell was found dead near his work van on Francis Street around 6 p.m. Investigators discovered surveillance footage showing a gunman walking down Francis Street, shooting Powell at close range, and then walking away. Powell was known throughout the neighborhood for his willingness to help others with their plumbing needs.
