In the spring of 1991, a promising legal career was tragically cut short on the streets of Philadelphia. Richard L. 'Rick' Barbour Jr., a 27-year-old Caucasian male, was fatally shot on April 28, 1991, during an armed robbery. Barbour, who served as an assistant prosecutor for Burlington County, New Jersey, was in the Society Hill area of the city with friends when the deadly encounter occurred at an ATM.
