On March 17, 1983, 47-year-old retired police officer William Welsh, a white male, was fatally shot outside the residence of his former girlfriend, 41-year-old Carol Stonehouse, in Pittsburgh, Pennsylvania. Stonehouse, also a member of the Pittsburgh police force, immediately contacted authorities, stating, "He shot at me. I shot at him."
