Randall Wade Vetter, a 28-year-old male of Caucasian ethnicity, was a dedicated Texas State Trooper with the Texas Department of Public Safety. On August 3, 2000, Trooper Vetter was conducting a routine traffic stop on Interstate 35 south of Kyle, Texas. He had pulled over a 72-year-old driver, Melvin Hale, for not wearing a seatbelt. Shortly after stopping the vehicle, the suspect exited his car and opened fire with a high-powered rifle, striking Trooper Vetter once in the head.
