Troy Alan Blando, a 39-year-old male police officer with the Houston Police Department, was tragically killed on May 19, 1999, while investigating auto thefts in Houston, Texas. Officer Blando was conducting routine checks for stolen license plates outside a motel when he approached a suspect. The suspect opened fire, striking Officer Blando in the chest.
