William Ramos was a 30-year-old male of Hispanic/Latino ethnicity who served as a special agent with the Drug Enforcement Administration's McAllen, Texas office. Ramos had joined the DEA in 1985 after previously working as a U.S. Border Patrol agent and as an assistant prosecutor. On December 31, 1986, he was working undercover in an investigation targeting a large marijuana transaction in the McAllen area.
