Deputy Sheriff Frank D. Howell, aged 38, was shot and killed on November 3, 1986, while investigating a suspicious vehicle parked at 400 W. Felix Street in Fort Worth, Texas. Howell, a 15-year veteran of the Tarrant County Sheriff's Office, encountered a fatal confrontation when the suspect resisted arrest and managed to gain control of Howell's service weapon. As Howell attempted to call for backup, he was shot.
