In the early morning hours of June 21, 2025, the life of 18-year-old Rakel Devon Howard, a Black male, was tragically cut short in his hometown of Blackville, South Carolina. Just after 2:00 a.m., officers from the Blackville Police Department were dispatched to the vicinity of Davis Street and Oak Avenue following reports of gunfire. Their initial search of Davis Street yielded no evidence of a shooting, but a subsequent 911 call directed them to Oak Avenue.
