In the quiet Minnehaha neighborhood of Vancouver, Washington, a life was tragically cut short on the afternoon of August 26, 2026. Loic Swindler, an 18-year-old resident of nearby Washougal, was visiting a friend's townhouse on Northeast St. Johns Road.
