In the early morning hours of September 23, 2020, a friend seeking shelter from a downpour made a devastating discovery in Little Rock, Arkansas. He had gone to the home of his friend, Jeff Welch, a 62-year-old Male known affectionately as "Old School," on the 4200 block of West 12th Street. There on the front porch, just two blocks from a city police substation, he found Jeff unresponsive. First responders were called to the scene, where they found Mr. Welch had suffered numerous puncture wounds to his neck. His death was initially classified as suspicious, but an autopsy would soon confirm the grim reality: Jeff Welch was the victim of a homicide.

His murder was the second in what would become a series of terrifying and seemingly random attacks that gripped the city between the summer of 2020 and the spring of 2021. The assailant, who became known by names like the "Little Rock Serial Stabber" or "The River City Ripper," targeted people in the early morning hours, typically between 1 a.m. and 4 a.m. The first victim, 64-year-old Larry Eugene McChristian, was found stabbed to death on August 24, 2020, about a month before Mr. Welch was killed. The killer then seemed to vanish for more than six months.

The period of quiet ended abruptly in April 2021. On April 11, a 43-year-old woman named Debra Walker was attacked and stabbed more than 15 times. Miraculously, she survived and was able to provide investigators with the first description of the man who attacked her: a slender Black male standing over six feet tall. Less than 24 hours after Walker’s assault, and just blocks away, the killer struck for the final time. The body of 40-year-old Marlon Anthony Franklin was discovered; he had been fatally stabbed.

Following the April attacks, the Little Rock Police Department publicly announced that they believed all four incidents—the murders of Larry McChristian, Jeff Welch, and Marlon Franklin, and the attempted murder of Debra Walker—were connected. The Federal Bureau of Investigation was brought in to assist, with its Behavioral Analysis Unit helping to develop a profile of the killer. Investigators also released grainy surveillance footage showing a person of interest pacing on a sidewalk in the dead of night.

The attacks appeared to be random, with no clear connection between the victims, who were often walking alone when they were ambushed. This randomness, combined with the long gaps between the attacks, made the investigation incredibly challenging for law enforcement. The community was left on edge, warned by police to be especially vigilant in the late-night and early-morning hours. The case also drew the attention of amateur sleuths and even a costumed vigilante who vowed to hunt the killer down.

Years have passed since Jeff "Old School" Welch was killed on his own front porch, and his murder, along with the others, remains unsolved. The identity of the man responsible for the string of brutal stabbings is still unknown. A $20,000 reward for information leading to an arrest and conviction has been offered, but no suspect has been publicly identified. The investigation is ongoing, but for the families and friends of Jeff Welch, Larry McChristian, and Marlon Franklin, and for the survivor who carries the scars of her encounter, the lack of answers leaves a wound that cannot heal. Their lives were forever altered by a predator who moved through the city's shadows and then disappeared back into them.
