Eugenio Hernandez, a 24-year-old Hispanic/Latino male from Philadelphia, was killed on November 5, 2013, in a sudden burst of gunfire near H and Russell Streets in the West Kensington section of the city. It was shortly after 8:00 p.m., an ordinary evening in a neighborhood where people were still moving through the block, stopping into stores, heading home, and going about their lives.
