In the pre-dawn hours of Halloween in 2015, the festive atmosphere in a Southeast Washington, D.C. neighborhood was shattered by the sound of gunfire. Responding to the calls, police arrived at the 1000 block of Savannah Street SE at approximately 2:48 a.m. to find a man suffering from multiple gunshot wounds. The victim was identified as 36-year-old Van Joyner of Southeast, D.C.
