In the spring of 2015, on a Tuesday evening, the Congress Heights neighborhood of Southeast Washington, D.C. was disrupted by the sound of gunfire. On April 7th, at approximately 7:08 PM, a person who heard the shots flagged down police officers in the 500 block of Parkland Place SE. There, they discovered a man suffering from a gunshot wound.
