In the early morning hours of June 28, 2023, a young Black man, Theodore Bernard Foreman, 21, tragically lost his life in a shooting in Baltimore, Maryland. The incident occurred around 2:16 a.m. in the 2600 block of Harford Road, where police, alerted by a ShotSpotter notification, discovered Foreman with gunshot wounds.
