In the evening hours of April 13, 2023, 16-year-old Nafis Betrand-Hill was standing with a group of people just a short distance from his home in North Philadelphia. The scene was near 23rd Street and West Montgomery Avenue when a gray vehicle, later identified as a Kia, pulled up.
