On the afternoon of August 25, 2023, Mario Palacios Membreno, a 53-year-old Hispanic man, was walking home in his North Hollywood, California, neighborhood. He was carrying grocery bags along Carpenter Avenue when he encountered a truck blocking the sidewalk. This seemingly minor incident would soon escalate into a fatal confrontation.
Mr. Palacios got into an argument with the driver, Jarrod Levine, over the blocked path. After they exchanged words, Levine moved his truck, and Mr. Palacios continued on his way. According to investigators, Levine began to drive off but then made a U-turn. He pulled up near Mr. Palacios, called him over to the truck, and then fired a single blast from a shotgun, striking him in the chest. Levine then drove away.
Los Angeles Police Department officers responded to a call of a shooting around 3:25 p.m. in the 6100 block of Carpenter Avenue. They found Mr. Palacios down in the street, and paramedics pronounced him dead at the scene.
The medical examiner later confirmed he died from a gunshot wound to the chest. The initial investigation was treated as a targeted drive-by shooting, as the suspect vehicle had fled northbound immediately after the shot was fired.
Detectives later arrested Jarrod Levine for the murder. An investigator on the case stated that Levine, who had no prior criminal record, went to work after the shooting as if nothing had happened. The detective believed Levine may have mistaken Mr. Palacios for a homeless person because he was carrying bags. When questioned, Levine reportedly told detectives he was fed up with "crazy people" in his neighborhood after his mother had been attacked by someone on the street.
Jarrod Levine was charged with the murder of Mario Palacios. He has pleaded not guilty to the charge. As of May 2024, the case was pending in court.
