In the early morning hours of November 5, 2022, the life of a 30-year-old Black/African American woman, Jashira Pagan, was irrevocably altered. Outside a condominium complex on West Thames Street in Norwich, Connecticut, an argument pierced the pre-dawn quiet, followed by the sound of a single gunshot.
