Demetrius Omar Lateef Allen, a 27-year-old Black / African American male professional bull rider known as Ouncie Mitchell, traveled to Salt Lake City, Utah, in September 2022 to compete at the state fair. He had arranged to stay with LaShawn Denise Bagley, a 21-year-old woman with whom he was in an "on and off" relationship.
