On the evening of October 4, 2015, the life of 21-year-old James D. Richardson, a male from Freeport, Illinois, was tragically cut short in Dubuque, Iowa. At approximately 11:01 p.m., the Dubuque Police Department received a report of a disturbance involving gunfire in the area of 705 ½ Rhomberg Avenue.
