W. Carter Baum was a 29-year-old White/Caucasian man and a special agent with the U.S. Department of Justice's Division of Investigation, the agency that would soon become known as the FBI. Born in Washington, D.C., in July 1904, Baum attended George Washington University and entered federal service in 1930.
