William C. JC Elmore, a 19-year-old from Petersburg, Virginia, tragically lost his life on August 29, 2016. The incident occurred in the early hours of the morning, around 1:40 a.m., when police were called to the area of High Pearl Street and St. Mark Street in response to reports of a shooting.
