In the late hours of a January evening in Hampton, Virginia, the life of 25-year-old Kurtis Rashad Toombs, a Black male, was tragically cut short. On January 17, 2013, Toombs was a passenger in a Chevrolet Malibu, traveling with another man in the vicinity of the 200 block of South Back River Road, near Darling Stadium.
