On the morning of February 24, 2020, staff members at the St. Vincent de Paul homeless shelter in San Diego discovered a tragic scene during their routine bed checks. Joseph Allen McLagan, a 61-year-old resident of the shelter, was found unresponsive on his bed. Despite prompt action by the staff, who immediately contacted emergency services, there was nothing to be done.
