Horng-Chang Ke, a 49-year-old man, was navigating a difficult period in his life in the university town of State College, Pennsylvania. The challenges for Horng-Chang, who also went by the name Evin Ke, escalated in 2013 when he was evicted from his residence on Waupelani Drive. The following year, in 2014, he was encountered by Penn State University Police in a campus building, appearing to be experiencing homelessness.
