On the morning of January 25, 1984, 56-year-old Jay Walter Burns was last seen by his wife as he departed their Rochester, Pennsylvania home. He was on his way to his job at the J&L Steel Mill in Aliquippa, where he was scheduled to work the 6:00 a.m. to 2:00 p.m. shift.
