On a September evening in 1981, 13-year-old Cinda Leann Pallett and her friend, Charlotte Kinsey, also 13, vanished from the bustling Oklahoma State Fairgrounds in Oklahoma City, Oklahoma. The two girls were excited for a night of independence at the fair. Cinda was last seen wearing a white jersey-style shirt with dark blue short sleeves, a cartoon of the band ZZ Top on the front, and the number '81' on the back. She also wore size 12 slim blue jeans, two-tone blue tennis shoes with black waffle soles, and a rust or orange colored braided nylon rope-type belt with a leather buckle that had "Cinda" tooled on the front. She had brown hair, brown eyes, and a small scar below her left eyebrow. The date of their disappearance is cited as September 25th by some agencies and September 26th by others. Around 5:00 p.m. that evening, the girls made contact with their families, explaining that a man at the fair had offered them a job unloading stuffed animals from a truck. After receiving permission, they were told to call back at 9:00 p.m. to arrange for a ride home, as they had planned a sleepover at Cinda's house. That second call was never made. They were last seen at the fairgrounds around 5:30 p.m. When the girls failed to call and did not return home, their concerned parents reported them missing to the Oklahoma City Police Department. An immediate search of the fairgrounds by uniformed and undercover officers began, while volunteers distributed flyers and the Kinsey family maintained a constant presence at the fair. The investigation into the girls' disappearance led police to a prime suspect, Royal Russell Long, a carnival worker and long-haul truck driver with a history of crimes against young girls. Two teenage boys came forward, stating that they had also been offered a job by the same man and had been in a car with him, Cinda, and Charlotte. The man drove them to a truck stop off Interstate 40, supposedly to meet the truck with the stuffed animals. He then gave the boys $10, left them at the truck stop, and drove away with the two girls, who were never seen again. The boys' description of the man led to a composite sketch. Years later, one of Long's ex-wives saw the sketch and identified him. In 1985, Long was charged with the kidnapping and murder of both Cinda and Charlotte; however, a judge dismissed the charges due to a lack of sufficient evidence. Long died in prison in 1993 while serving sentences for other crimes. The disappearance of Cinda Pallett and Charlotte Kinsey remains an unsolved case that has left their families searching for answers for decades. Despite a suspect being identified and charged, the lack of a conviction has meant that there has been no justice for the two young girls who went to the state fair for a night of fun and never came home.
