Carl Wayne Rotstein, 49, has been missing since March 14, 2006, from Kauai County, Hawaii, after the Kaloko Dam breached. On that day, Rotstein was set to be the best man at the wedding of his friends, Christina Michelle MacNees and Daniel Arroyo.
