On September 20, 1991, the body of a young woman was discovered in a vacant lot on Seaview Avenue in Staten Island, New York. The victim, who would remain unidentified for three decades, had been brutally murdered; she was handcuffed, strangled, and beaten at least 17 times with a hammer. Her body had also been set on fire.
