In the autumn of 2009, a family's life was irrevocably altered by the disappearance of 14-year-old Justin Eric Joseph Rutter. When his mother woke the next morning to find he hadn't returned, he was reported missing. At the time he was last seen, the young male was described as being 5'3" to 5'4" tall, weighing about 110 pounds, with a slim build, light brown hair, and brown eyes. A distinct feature noted by his family was a pattern of three moles or freckles on his right cheek that formed a triangle. He was wearing a brown and white zip-up hoodie with a waffle pattern, dark blue jeans, a plain T-shirt, and black and white Adidas running shoes. The initial days following Justin's disappearance were filled with frantic searching and growing anxiety for his family. His mother expressed her deep worry, stating that it was entirely out of character for him to stay away from home without contact, as he had never done so before. While he would occasionally stay with his grandmother, he would always call for permission first. A large group of around 75 family members and friends organized a massive search effort, canvassing the Lowertown, Vanier, and Byward Market areas, and putting up posters with his photograph and description. Ottawa police also began their investigation, though early on there were conflicting indicators, with some signs pointing to a potential runaway situation. However, his family remained adamant that he would not have simply left without a word. In the immediate aftermath, there were a couple of unconfirmed sightings, one near the Ottawa Mission and another at the Salvation Army men's shelter, but neither led to a breakthrough in the case. To aid in the ongoing search, police have released age-progressed sketches, first in 2014 to show what he might look like at 19, and again in 2024 depicting him as a 29-year-old man. The Ottawa Police Service has offered a $5,000 reward for information that could confirm where Justin is or lead to the arrest of anyone responsible for his disappearance. The case has also been featured in campaigns by organizations like Child Find Ontario, with his picture appearing on bill envelopes.
