In the autumn of 1996, a 36-year-old woman named Carmen Tolbert vanished from her life in Cincinnati, Ohio. On November 1st of that year, Carmen, a Black female with black hair and brown eyes, was last seen. At the time of her disappearance, she was described as being 5'6" tall and weighing approximately 155 pounds.
