Tomas Baiul Colbert was 21 when he was shot in the early morning hours of February 7, 2016, at an apartment on Falls Road in Toccoa, Georgia. Police arrived after a call of gunfire at about 6:20 a.m. and found Colbert conscious with multiple gunshot wounds. He was taken to Stephens County Hospital and then airlifted to Greenville Memorial Hospital in South Carolina, where he died. Investigators said the shooting was not random.

Authorities developed leads over the following weeks. On April 18, 2016, the Georgia Bureau of Investigation announced the arrest of 35-year-old Marqkeela Lawain Hill of Douglasville on a murder charge; a second suspect, William McElveen, was later implicated. A grand jury indictment described a fight at a party between McElveen and Colbert’s uncle, followed by alleged communication between McElveen and Hill as Hill drove to Toccoa.

In January 2017 both men were indicted on Malice Murder, Felony Murder, and Aggravated Assault. In November 2018 Hill and McElveen pled guilty to lesser counts of Conspiracy to Commit Murder and Possession of a Firearm by a Convicted Felon; the more serious charges were set aside, and both were sentenced to 15 years. Colbert’s family expressed that they still felt justice had not been fully served. Who in Toccoa or the surrounding area has information about the events that night or the party that preceded the shooting?
