Every time I hear about a case like Julie Surprenant's, it just makes me think about procedural gaps in law enforcement back then. I mean, a convicted sexual predator living just upstairs, and they couldn’t nab him sooner? It makes my mind boggle. Bouillon was right there, yet for years they had nothing concrete on him? Not even a single piece of direct evidence until that deathbed confession years later. It’s really frustrating how the system can sometimes prevent timely justice. Would things have been different if today’s investigative tech were available back in '99? It’s infuriating to think how close he was all along, and yet her family still went through unnecessary years of torment. And that delay in the confession report? Just devastating. Makes you wonder about all the fact-finding steps that were missed...
