On the afternoon of August 25, 2023, 53-year-old Mario Palacios Membreno was walking home in North Hollywood along Carpenter Avenue carrying grocery bags when he encountered a truck blocking the sidewalk. A verbal argument with the driver, identified as Jarrod Levine, followed. After Levine moved his truck and began to drive away, investigators say he made a U-turn, called Palacios over and fired a single blast from a shotgun that struck Palacios in the chest. Officers arrived around 3:25 p.m.; paramedics pronounced Palacios dead at the scene and the medical examiner ruled the cause of death a gunshot wound to the chest.

Detectives treated the incident as a targeted drive-by shooting because the vehicle fled northbound after the shot. Jarrod Levine was later arrested and charged with murder. Investigators say Levine, who had no prior criminal record, went to work after the shooting and told detectives he was fed up with what he called crazy people in the neighborhood; an investigator suggested Levine may have mistaken Palacios for a homeless person because he was carrying bags. The defendant has pleaded not guilty and the case was pending in court as of May 2024.
