On the evening of August 31, 2020, Tommy Lee Parnell Jr., a 47-year-old Black male from St. Louis, Missouri, was found dead on a sidewalk in the 1300 block of Madison Street in the Old North St. Louis neighborhood. Responding officers discovered him around 6:30 p.m. having suffered fatal gunshot wounds.
