In the pre-dawn hours of a summer Saturday, the residents of a Baltimore neighborhood were largely unaware of the tragedy that had unfolded on their streets. On July 23, 2022, at approximately 1:47 a.m., a call was placed to the Baltimore Police Department concerning an unresponsive man on the 3400 block of 7th Street. Responding officers discovered Jose Vera Garcia, a 43-year-old male, seated on the curb, having sustained fatal gunshot wounds.
