On a late Sunday morning, May 30, 2021, the life of 27-year-old Raphael Taper of District Heights was tragically cut short. Just before noon, patrol officers were dispatched to the 7700 block of Marlboro Pike following reports of a shooting. Upon arrival, they discovered Taper outside, suffering from gunshot wounds.
