In the summer of 2020, a violent encounter on a Baltimore street set in motion a tragedy that would take years to reach its somber conclusion. On the evening of July 5th, Norberto Rivera, a 25-year-old Hispanic male, was shot in the 1600 block of Joplin Street. The initial attack, while grievous, did not immediately claim his life.
