Charles Jeffreys, a 39-year-old African American man, was shot on the night of August 7, 2019, in West Baltimore, a stretch of the city already rattled by back-to-back reports of gunfire. Police were dispatched around 9:10 p.m. to the 1100 block of Mosher Street, where they found him suffering from gunshot wounds.
