In the Waverly neighborhood of Baltimore, on the evening of September 23, 2015, a burst of gunfire shattered the relative quiet. When the sounds of the shots faded, 31-year-old Amir Billings, a Black male, was left lying on the street at the intersection of Frisby Street and 37th Street, just a few blocks from his home on East 35th Street.
