In the autumn of 2008, the life of Kevin Rouzer, a 29-year-old Black male, was tragically cut short on the streets of Baltimore, Maryland. On Sunday, September 28, 2008, Rouzer was found in the 1700 block of North Broadway. He had been fatally shot. The circumstances surrounding his death were not immediately clear, casting a somber shadow over the East Baltimore community.
In the days and weeks that followed, the Baltimore Police Department began its investigation into Rouzer's homicide.
