In the winter of 2015, the life of 32-year-old Seydina Oumar Soumagel was tragically cut short. On the evening of Tuesday, January 13th, at approximately 10:30 p.m., the sound of gunfire echoed through the hallway of the Balmoral Towers apartment building on Liberty Road in Gwynn Oak, Maryland.
