In the Frankford neighborhood of Northeast Baltimore, 27-year-old Devin 'Lil Dev' Rankinli, a Black male, was found shot to death in a car on November 20, 2014. The vehicle was located on the 4600 block of Mannasota Avenue, less than two miles from his last known address on Cedgate Road. An investigation revealed he had sustained a fatal gunshot wound to the head. At the time of his death, Rankinli was awaiting trial on federal charges for conspiracy to distribute heroin.
