19 year old is 5th member in the family to be murdered In the Algiers neighborhood of New Orleans, on a summer evening in June of 2017, the life of 19-year-old Dwayne Alphonse was cut short. A student and landscaper, the young Black / African American man was in the 3800 block of Herschel Street on June 25th when gunfire erupted. Responding to the call, New Orleans police officers discovered Alphonse inside a vehicle, suffering from multiple gunshot wounds. He was pronounced dead at the scene.
