On a street in Capitol Heights, Maryland, the life of 27-year-old Antwain Maurice Simpson, a Black male, was irrevocably altered on the evening of October 9, 2008. He and another individual were standing outside in the 4300 block of Torque Street when a dark-colored SUV approached.
