Ralph Rivas, a 36-year-old resident of Fresno, California, tragically lost his life on September 21, 2021. On that fateful day, officers from the Southwest Policing District responded to a call at around 9:25 a.m. regarding a shooting victim in the 600 block of East Franklin Avenue. Upon arrival, they found Rivas lying in the street, suffering from a gunshot wound.
