In the autumn of 2016, the life of Dorcell Lamont Talley, a 27-year-old Black man, was tragically cut short on the streets of Baltimore, Maryland. On the evening of November 9th, at approximately 9:15 p.m., the sound of gunfire echoed in the 2900 block of Cherryland Road. When the violence subsided, Talley had been fatally wounded.
